Crown Melbourne Censured for Breaching Mandatory Gambling Harm Prevention Rules

(Melbourne).- VGCCC reprimands casino after failures in enforcing pre-commitment requirements on poker machines, allowing dozens of customers to exceed time and spend limits.

The Victorian Gambling and Casino Control Commission (VGCCC) has formally censured Crown Melbourne for multiple breaches of its legal obligations related to gambling harm minimisation, specifically failures in enforcing mandatory pre-commitment requirements on poker machines.
VGCCC Chair Chris O’Neill APM said Crown allowed at least 22 customers to continue playing poker machines after reaching their pre-set limits on time or spending between December 2023 and July 2024. Additionally, 10 other patrons gambled using YourPlay-linked cards not registered in their legal names, which violates pre-commitment rules introduced late last year.
“Poker machines are a high-risk, high-harm product, which is why we place so much emphasis on holding industry to account when they fail to honour their legal and social licenses,” said Mr. O’Neill.
The YourPlay pre-commitment system, mandatory across all Victorian poker machines since December 2023, is designed to allow players to set limits before they start gambling. Research has shown that binding pre-commitment programs can be effective tools for reducing gambling harm.
Despite the breaches, the VGCCC acknowledged Crown’s cooperation during the investigation, noting the isolated nature of the incidents and corrective actions taken — including enhanced monitoring and staff training. “This reprimand is now on Crown’s record,” Mr. O’Neill added. “We will not hesitate to take more serious disciplinary action in the future, should similar or further breaches occur.”
